Anybody using a computer(basically) qualifies.Not really, I just not going to start a debate if it is right or wrong (morally). But if that is your take is up to you.
You don't need to - you can ask Scott - plus there are many pages of this discussion from the past year.

That was the point. They want everyone on Win 10
Yet they wanted the stupid stock holders to think they killed the free upgrade.
But they (MS) have killed the free upgrade for assistive tech at the end of the year.
