      The windows software can be installed in the Linux machine by the Wine software.
      Whether any software is there to install the Linux related packages such .deb or .rpm can be installed in the Windows machine

        Yes, some. You need to install the UNIX Subsystem in Windows and you can't use the DEB or RPM installers. And you really have to be an expert. No one does this, it's officially something that works if the package in question is a POSIX.

        So technically the answer is "maybe."

        But for all intents and purposes, no, there is no way this will actually work at all.

            Just follow the instructions. As an alternative, you could install Cygwin. It won't allow you to install Linux packages directly, but it comes with a lot of GNU tools to give you similar functionality as in Linux distros.

              It's a part of Windows supplied by Microsoft. Rather like a role. I don't believe that it is included by default anymore and needs to be added.
