                                        That's not what they said - but they did say the government was likely/was acting as outside their jurisdiction.

                                          However, human drivers will still steer all the lorries in the convoy.

                                          That seems like a bad idea. Now you have a driver who can't see much because they are up the arse of the truck in front of them.
