We tried to update normally from the Settings/Updates and Security/Windows Updates and it failed, we tried with the ISO installer and it is not working also, we are dealing with the same issue on two computers, some ideas on how to fix that?

Stuck in a pending reboot state? I can't remember the registry key off the top of my head, but that might be the issue.

No, it's rebooted many times and doesn't request reboots until after an update attempts to apply.

That's why I mentioned the registry key. I ran into this once when installing SCVMM console. You could reboot 10 times, but installer still saw computer was in a pending reboot state. We had PowerShell script to look for it at my last job, but alas, I couldn't take it with me.

https://adamtheautomator.com/pending-reboot-registry/ PendingFileRenameOperations was the most common thing I remember.

20H2 from USB since that is a failed one.

Then see if things clean up.

The Windows Update troubleshooter can be of assistance.

Settings --> Update and Security --> Troubleshoot --> Windows Update.

Also, worth looking into is a DISM /cleanup-image

Do you have some older hardware hooked up to that PC? Or any software that uses HASP/NetHASP licenses? I have one PC with older USB scanner that won't update, and few using HASP that bluescreen during updates.

                        Update the BIOS.

This has been the biggest hold for me getting anything newer than 1909 on many devices - that said, I just don't get the option to install anything newer through Windows Updates, I'm not getting failures like you are.

                          I've seen that, too.
