Is it just a webpage that you need? Check out a Raspberry Pi with Raspbian on it. Super simple.

@coliver And compute stick would be more simple.

You connect it to the HDMI and provide it USB power from the TV. Done.

For that cost I agree with @coliver that a Raspberry Pi is probably your best bet cost/performance wise. If you're willing to spend a little more than that I'd seriously consider a Chromebox.

Eh - Power from the TVs USB port may not be enough... I got a 'warning' from my Amazon FIRE Stick about low power yesterday.

But agreed,.. simple - go with a rPi. Using NOOBS you can multi boot it,.. if needed as well.

I think that the Intel stick is probably your best bet.

My Fire stick said not to use the USB port on the TV for power and included a wall wart power brick. I wouldn't expect a TV port to have enough juice.

Yeah, same here. HDMI sticks are normally powered externally via a USB adapter.

The Intel compute sticks have had not great reviews when I last researched them. Might want to do a bit of checking.

You're not trying to run a desktop here, and do work, you're simply displaying 4 webpages - assuming there isn't a ton of javascript in those pages, an Intel stick should do great.

As for power, you already have to supply power to the TV, so you just need two sockets instead of one for power. Compute Stick with whatever OS you want on it should be fine.
