It could be in that case. But the big protocols used today like Ethernet, IP, and TCP don't have predictable lengths. ATM was an Ethernet competitor that was popular back when hardware was limited and fixed lengths were faster to process. That proved to be useful 20+ years ago, but quickly became unpopular as hardware got much more powerful very quickly.

Performance. Fragmentation takes time and effort. If you can avoid it, there is less work to be done and, all other things being equal, that means cheaper equipment going faster.
