It depends on what you are trying to create. For many businesses, a mobile website in an app wrapper is good enough.
Where "good enough" also means "best and proper."

Most of the time yes, but in certain instances an app wrapper may not be good enough. It just depends on the actual utility of the app,

Whether any servers needed to store the data or any small harddisk is enough to store any logs of the apps if needed ?

No way to answer any of these questions, not one, not any way to give the slightest useful guidance, until you start talking about what the app will do and how it will work.

@scottalanmiller The app should have the user to login with the registration only.The app should be recoverable only through QR Code as a backup and the app should be be like sharable in Play store and it should be able to take logs of the users available and the username should be acceptable if the user is ready to reveal the original name but if the user selects the predefined name means the user ip location should be located to security but it will not shared which should be accessible by the admin(me).The link will have the data link as well as .pdf for studying for just making all to learn a new technology events.But however if any data is uploaded means the data part comes so need to know any servers or harddisk is required to retrieve the data if needed for future reference?

Everything is pretty standard except the QR code backup. I am sure that is attainable as well. I am just not quite sure how to implement.

Learning how to ask questions correctly, will go a long way. Many if not most of the time, management doesnt give you the best solution. You need to go out and find the best solution. They just give you an idea of what they want as the end result. You must go and find the best possible way to implement, and achieve the required results.

Because I am maintaining one page in Facebook that users needs to be moved to that App first then other people who is in Internet can be use that app
However need one Server to host the site !!!

No, he did not. He said that instead of an Android app you should almost always just make a wrapper for the website.

No, he did not. He said that instead of an Android app you should almost always just make a wrapper for the website.
Basically build the website first, and make sure that the website works well on mobile. Once the website works 100% on desktop and mobile, you would create an app (wrapper) that loads your mobile site.
