I'm curious why WISP would be the assumed thing? Is that a locality thing? Are WISPs big there? They might be big in the US, but I personally have never been on one/used one.

I think this is the only way. Gotta start with the whole production. Otherwise you get some moron that burns the beans and makes it terrible (aka Starsomethingorother).
