Two way ones do exist though. You don't care about sending - use SMS to send. and if it doesn't work.. so what? It's receiving the message that's more important for critical messages. But I suppose that's the issue. pagers work by calling a phone number and typing in a phone number - or emailing a gateway address, which then converts to a pager outgoing message. I wonder if two page pagers use the pager system or the SMS system?

 @Dashrender I believe they do send on the pager system, not SMS. Again we're talking about a very simple relay system - there's no confirmation it worked either way. Cellphones don't have them as it's an additional radio + additional cost etc.
