            4th for GIMP2. Once screenshot is imported and cropped, Image -> Scale Image (not resize).

              I'd go for GIMP too, but how about InkScape?

              On Ubuntu 16.04 or higher, just visit the software center and install the latest version that is available there.

                Inkscape is for vector graphics. Can it even do the job?

                        @scottalanmiller I wish there was an equivalent Paint.Net for Linux distros. Love that program on my Windows Machine.
