If you stand up a new WSUS server (hopefully on Windows Server 2012 or 2012 R2) you need to make sure several updates are applied before Windows 10 upgrades will work correctly.

      https://sccmentor.com/2016/01/05/kb3095113-the-update-is-not-applicable-to-your-computer/

For those not wanting to read that article.

First try installing all updates via Windows update. If update 2919355 isn't installed, you need to download and install 2919442 and 3095113 first. After rebooting, you'll be able to install 3095113 and reboot again.

I'm assuming that these updates must be installed to the WSUS server, and not the Windows 10 system, correct?

Is this update not one that would normally be installed as an important update?

I see mention of SCCM in the article. Does this only apply to SCCM-related installs of WSUS?

It's supposed to be installed, but in my case, and clearly the author's, it was not.

There appears to be something missing from an earlier cumulative update. You have to install 2919442 to get the missing bits, then after that, it's possible, if you went back to Windows update each subsequent needed patch might get installed, but since I am working on it, I didn't spend that time. I installed A B C manually and am working on cleaning up my WSUS from the now broken upgrade items in the WSUS DB.

No, this whole problem is related to WSUS only. I'm guessing the author mentioned SCCM because that's how he became aware of the problem.
