It's dual processors, obviously. They two OSes run at the same time and one runs in a way that can be disconnected. All of the devices like this are dual procs. That's what makes them work. ARM for Android because it needs to be low power and AMD64 for Windows because it doesn't run on ARM.
RT would be completely useless as, it just is. Android can run on AMD64 but not at the same time that Windows is.
