We already have POTS lines. Do they make a POTS to VoIP Gateway that is cheaper?

Why do you want to keep POTS lines?

I don't, but I can't drop that much money on this.

Ok? What part are you referring to that has to do with POTs lines. You are throwing out random facts that don't mean anything. Why do you needs POTS with a VoIP system? What part are you referring to that's so expensive?

use SIP if you can get a SIP Trunk, if you can't get a phone system that can take PRI/T1 Directly rather than use a PRI Gateway, it's not a requirement to have.

Why do you need a PRI Gateway? Look into Sangoma PRI cards (http://www.sangoma.com/telecom-interface-cards/digital-voice-and-data-boards/) they do an amazing job... the only downside is that you will need to do a physical server to host the phone system.

You might be able to do a PCIE passthrough

he is referring to PRI gateway,
yes it is true, PRI gateway are quiet expensive, however if you have 4 POTS line you can buy a PSTN gateway (4 fxo ports) and plug it ethernet port to your IP PBX (3CX, Ozeki XE, Elastix...), in this stage you can make internal ip calls and external calls (in this scenario you can receive up to 4 simultaneous calls and dial up to 4 simultaneous calls )

hope that will give you some glimpse

True. Although Hyper-V doesn't support it yet and Xen can be a bit of a chore. VMware would be the only viable option for this.

A PRI Gateway isn't a requirement though. There are plenty of phone systems that will take PRIs directly. Our you can build your own with a PRI Card.

yes of course, but i consider him having an IP PBX computer based not a specific IP PBX (avaya for example) because he mentioned before that he tried 3CX which is an IP PBX computer based

Well you could put a Digium 1TE131F Computer It should be under $500 for a single PRI. How many phones do you have? $5,000 is going to be tight.

Basically any Asterisk based system will accept a PRI card and be able to receive and send calls over it. So building your own would be viable.

Yes, but that still does not imply a PRI gateway is needed, that is the most expensive option and is usually not the way to go unless you need to pull the PRI over SIP to multiple phone systems/devices.

in my opinion since your budget is only 5K, you can use PSTN gateway as i described before and cancel your PRI line because you need only 4 simultaneous calls,

but the SIP trunk is related to his internet connection, so we need to ask him about his bandwidth
