It is a grey area:

So I am referring to the EU Data Directive which is supposed to replace the Safe Harbor Law.
"On 4 May 2016, the official texts of the Regulation and the Directive have been published in the EU Official Journal in all the official languages. While the Regulation will enter into force on 24 May 2016, it shall apply from 25 May 2018. The Directive enters into force on 5 May 2016 and EU Member States have to transpose it into their national law by 6 May 2018."

I cant find any information to confirm that non EU countries must abide by the Data Directive, but data handling techniques outside the EU are mentioned.

But imho, just because you don't have to, doesn't mean it wouldn't be nice to offer the courtesy.

Remember that ML doesn't collect personal data, so there is nothing to remove. All exposures of personal info are in the form of posts or personally managed data.

Correct. Although as a security minded site, it isn't a bad idea to allow users to control their own data.
However, Other industries such as healthcare in the US will be affected. Even for US based companies.

The account name is the only possible piece of exposure. If you don't use your real name there, then nothing exists.
