      There is a reason that Google Fiber has barely progressed. It is because the incumbents do not want competition and they have litigated it to stagnation. Google has given up, that is why they switched to project Loon.

        @jaredbusch Okay will do! Again I wasn't trying to make ISPs out to be angels or anything, I was just thinking of some of the possible outcomes of this whole thing.

          Project Loon is going to be a big deal if they can get it off the ground. I know Elon Musk is also looking at doing LEO satellite internet within the decade, that is going to put a crush on incumbent ISPs if, again, it ever gets off the ground. Both of those have the advantage of not moving into incumbent ISP space so it would be very difficult to sue over them.

            This is definitely the case for VCs, to only care about making money. It would be awesome to see warren buffet's money going toward projects like this for the people at large, and less for charity in general.

                                    This is bizarre to me.

                                    Pai's proposal relies on filings made by carriers to bolster his argument that the functional test "resulted in unnecessary and costly filings" and "can also delay network upgrades." The proposal dismissed the Communications Workers of America argument that the functional test doesn't create uncertainty, saying the union's argument is "directly contradicted by the comments of many carriers."

                                    I'm not a fan of Unions, especially since they directly benefit from this rule, but why are you relying on the people you are charged with regulating when you should be doing your own study? Oh right... money.
