        Was hoping for a free Linux bare-metal restore backup solution through Relax-and-Recover. That didn't work out, and there are no others I can find like it.

        So... FWBackups / RSync is the winner on this special-case Fedora 26 physical server.

        For anyone following this, I was able to successfully do a bare metal network-based (NFS) recovery of Fedora 26 using Relax and Recover (ReaR).

                                  He uses "the cloud" to mean "exactly not the cloud or a cloud, in any way." LOL, that's the most backwards use I've ever encountered.
